The 3 Levels of AI Every Leader Needs To Understand

TL;DR

The three levels of AI are tools that answer requests, agents that use tools to complete tasks, and systems that coordinate work by planning, checking progress and changing course.

  • One product can sit at different levels
  • The value is how much work AI completes
  • Level two suits repeatable, clear work

Most people started with AI at the first of three levels, built on systems trained to generate language. Tools such as ChatGPT, Claude and Gemini made AI useful for writing, analysis, coding and translation. A person types a request and gets back a human-sounding answer. That helps people move faster, but someone still has to turn the answer into action.

At the second level, AI begins to carry out the work. Systems that can use tools to complete tasks are called agents. Given a goal, an agent works through the steps and returns a more finished result. At the third level, AI coordinates work without waiting for every small instruction. These systems can break a goal into steps, check progress and change course when results are not working.

The lines between the levels are blurring, because leading AI tools combine language, files, links to other apps, code access, planning and task execution in one place. So one product can sit at different levels, depending on how it is used. A basic chat is level one, but the same tool given files, app links and task access can behave like a level-two agent. Once it can also plan, act, review and adjust, it starts to look like level three.

In software, OpenAI’s Codex is a coding agent that can write features, fix bugs and propose changes for review. The same pattern is spreading into broader business tasks. Gemini Agent handles complex to-dos such as inbox management and project planning. Perplexity Computer uses a computer for tasks such as booking travel and filling out forms.

The value lies in how much of the work AI completes, so execution level is the measure of how far a company has come with AI. Low-risk writing and analysis fit level one, and repeatable work fits level two, where the task, tools and review points are clear. Level three suits work whose process is documented well enough for the system to run it without adding confusion.

People who use AI only for answers still do the copying, checking, moving and updating themselves. An agent can organize files, prepare reports, build spreadsheets and update information, so each well-defined task it takes over removes some of those manual steps.
